PROBLEM TO BE SOLVED: To provide an access control apparatus and an access control system for restricting unauthorized access in a network. SOLUTION: The access control apparatus 2 is provided with an access control means 21 for controlling access to a server 1 in packet communication, an access control rule management means 22 for managing the information of a client terminal 3 for which communication is permitted, a packet information management means 23 for managing the information of discarded packets, an authentication means 24 for authenticating the packet communication and an authentication information management means 25 for managing the authentication information, an access control rule storage means 26 for storing the information of the client terminal 3 for which communication is permitted, and a packet information storage means 27 for storing the information of the discarded packets and an authentication information storage means 28 for storing the authentication information of the packet.
