PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having high sensitivity, and for stably holding bright potential over a long period of time, without lowering photoreceptor sensitivity accompanying the film thickness decrease of a charge-conveying layer during repeated use, and also to provide an electrophotographic device and a process cartridge. SOLUTION: When initial electrification of the electrophotographic photoreceptor is Vd(V) and the amount of light incident on drum surface is I<SB>0</SB>(μJ/cm<SP>2</SP>), the sizeΔVl(V) of light attenuation due to image exposure irradiation of the light amount I<SB>0</SB>(μJ/cm<SP>2</SP>) and the electric field strength applied to a photosensitive layer E (V/μm)=¾Vd/L¾ of the electrophotographic photoreceptor electrified on surface potential Vd(V) satisfies the relation (A): f(E<SB>0</SB>)≤1 in the electrophotographic photoreceptor.
