PROBLEM TO BE SOLVED: To convert tap water etc. into water having a low oxidation-reduction potential without changing the pH so much by solving such a problem that when tap water etc. is converted into the water having the low oxidation-reduction potential, which is said to be desirable for human beings or animals and plants, by using an electrolyzing method or a contact method with metallic magnesium, the pH is changed to a much higher (more alkaline) value at the same time. SOLUTION: This water quality improving method comprises a step to use a water quality improving material consisting of granite of a pegmatite ore deposit and a self-metamorphic ore deposit, activated carbon and magnesium hydroxide film-formed metallic magnesium at the least.
