PROBLEM TO BE SOLVED: To provide a conductive polymer film which is uniform and dense, and has a superior coating property and its manufacturing method, and a solid electrolyte capacitor which has the conductive polymer film as a solid electrolyte layer and its manufacturing method. SOLUTION: The conductive polymer film is formed by electropolymerizing at least one kind of monomer to be selected from the group consisting of substituted or not substituted π conjugated heterocyclic compounds, conjugated aromatic compounds, and heteroatom-containing conjugated aromatic compounds, in the presence of a supporting electrolyte in an electrolytic medium containing a critical fluid, of which the dielectric constant under a pressure of 5 to 100 MPa is 2 to 100, as a reaction medium.
