PROBLEM TO BE SOLVED: To respond to the arrival of a telephone call without using the Internet network for the telephone conversation, when a user of IP telephone receives the call from a network other than the Internet network. SOLUTION: An IP telephone user addition service apparatus (router apparatus 101A) includes an Internet connecting socket 103A for the Internet network 102, a telephone network connecting socket 107A for a subscribers' telephone network 106, a telephone connecting socket 109A for a telephone set 108A utilizable both for IP telephone and subscribers' telephone, and an information terminal connecting socket 104A for accessing the Internet. When a telephone call arrives from the telephone network 106 during a conversation by the IP telephone, a router function controller 121 receives information on an originator such as a telephone number of the originator, etc., and the telephone network 106 is opened and ring tones are rung. Moreover, acquired information is sent to a telephone set 108A being in the course of a telephone conversation, a notification sound is generated, a telephone conversation by the telephone network 106 is made possible by hooking, and a holding tone is sent out to a telephone partner with whom a telephone conversation has been held.
