<p>In the conventional technique, when measuring speed of a narrow band link whose link state dynamically fluctuates, speed calculation with sufficient accuracy and affect to the performance become serious. Probe information is embedded in a data packet which is real data and packets are transmitted by two, so that the data packet having the probe information embedded also serves as a probe packet of the packet pair method.
