<P>PROBLEM TO BE SOLVED: To provide a non-contact communications device which will not damage the receiving part of a ticket inspection gate or an apparatus itself, even if it is used as a public transport pass. <P>SOLUTION: With regard to the portable non-contact communication device, a contact and non-contact SIN is mounted in a communication device including a portable telephone function or an SIM reader/writer function so as to settle a traffic fare or a transaction with an external apparatus via an antenna coil that is included in the device.
