PROBLEM TO BE SOLVED: To provide a method for precisely detecting an open failure of a resistor short-circuit switch even in a small current at which the detection of accuracy has been inferior in a conventional system, by reducing the number of times of uses of a detection sensor, with respect to the detection method of the open failure of a conventional resistor short circuit switch. SOLUTION: The resistance value of a charging resistor is measured by operation by using only the potential difference of the charging resistor and an input, and the measured resistance value and the actual resistance value of the charging resistor are compared. When a difference between both the resistance values is not larger than a prescribed value though a closing command of the charging resistor short circuit switch is present, the charging resistor short circuit switch is in an open state, and thereby the open failure of the charging resistor short circuit switch is determined.
