PROBLEM TO BE SOLVED: To provide a digital content encrypting apparatus, digital content encryption method, digital content encryption program, and digital content decryption program which enable reduction in the load of encryption/decryption processing to be reduced, while ensuring security. SOLUTION: A digital content distribution system 10 is provided with a digital content encrypting apparatus 1 for distributing digital content, a plurality of user terminals 2i for reproducing the distributed digital content and a communication network 3, such as the Internet, for connecting the digital content encryption apparatus and the user terminals 2i. When the digital content encryption apparatus 1 divides digital content into key data frame data and difference information frame data and distributes the encrypted key data frame data and configuration information data, non-encrypted differential frame data and an encrypted key to a user terminal 2i, the user terminal 2i decrypts the encrypted data, using the key, reconstructs and reproduces the digital content data from the configuration information data.
