PROBLEM TO BE SOLVED: To enable maintenance of software on a host computer from a terminal device even without the installation of dedicated emulator software in the terminal device. SOLUTION: In a program maintenance communication control method for maintenance of a program source stored in a host computer 100 on a network where the host computer 100 is connected to a terminal device 110, the host computer 100 transfers a program source to be maintained to the terminal device 110, the terminal device 110 maintains the program source transferred from the host computer 100 and transfers the maintained program source to the host computer 100, and the host computer 100 implements the program source transferred from the terminal device 110.
