PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor for attaining image formation of excellent image quality even when being developed under a low potential condition, and also to provide an image forming apparatus provided with it. SOLUTION: In a photosensitive layer 14 of the photoreceptor 1, when electric field intensity [V/cm] is 1×10<SP>5</SP>, mobility of charge is 2×10<SP>-6</SP>cm<SP>2</SP>/(Vs) or more, and inclination (a) of the expression 1 indicating the mobility of the charge is 5×10<SP>-4</SP>or less in an electric field region of 5×10<SP>4</SP><E<1×10<SP>5</SP>.
