PROBLEM TO BE SOLVED: To provide a watertight device in a sudden flood disaster to easily and swiftly prevent water from flowing into an underground structure. SOLUTION: Supports 1 are installed at both ends of an entrance of the structure and a cylindrical object with a lid in which a waterproof cloth 7 is stored is embedded in a floor of the entrance. The U-shaped space formed by the supports 1 and the cylindrical object is completely closed with the water proof cloth 7 which is extended from the under-floor as well as watertight fittings 3 which are stored in the supports, so as to form a weir against a high-leveled water.
