PROBLEM TO BE SOLVED: To prepare an oil in water type makeup cosmetic material excellent in effect for visualizing the skin to be three dimensional (stereoscopic feeling-playing effect) by adding three dimensional effect owing to excellence in homogeneity and transparency of a cosmetic membrane with uniformly extended on the skin without powder twisting on the skin in application, in spite of powdery finish without feeling oily stickiness. SOLUTION: The oil in water type make up cosmetic material is produced by blending (A) a shining powder, (B) a synthetic phlogopite having 15-50μm average particle size and 60-100 aspect ratio, (C) an organic spherical powder, (D) an oil formulation and (E) water by bringing the blended amount of the component (D) to be 1-5 mass% and [total of blended amount]/[the blended amount of the component (D)] to be 4-40.
