<p><P>PROBLEM TO BE SOLVED: To locate a pole safely and lightly to a vertical hole. <P>SOLUTION: A guide material 11 of a groove shape which accepts the lower end of the pole P, a winch 21, and a guide roller 22 which hangs a towing cable 21a of the winch 21 are provided.
