PROBLEM TO BE SOLVED: To provide a simple and inexpensive speech function that is available at a place wherein no fixed telephone set is installed and a state of radio wave is bad resulting in unavailability of a mobile phone and a transceiver and connected to a network cable having been already installed for the purpose of installation adjustment and maintenance and inspection or the like for a facility control/supervisory apparatus or a disaster prevention/crime preventing apparatus of a building structure. SOLUTION: Voice communication is attained by a voice input/output apparatus connectable to an open network in compliance with the IEEE 802 standards or the like wherein a network interface, a voice input/output interface, and a software program for communication of voice data to the network are integrated.
