PROBLEM TO BE SOLVED: To reduce the processing time for pixel inspection of R pixel, G pixel and B pixel when inspecting an organic electro-luminescence (EL) panel. SOLUTION: A driving signal forming part 4 in which ON operation and OFF operation of each pixel of the organic EL panel 2 are independently operated and an execution time for each pixel is sequentially shifted for each pixel of the R pixel, the G pixel and the B pixel of the organic EL panel 2 and a driving signal for parallel driving in pipelinewise is formed, and a measuring part 8 for measuring an electric signal given by driving each signal are included. The organic EL panel is driven in pipelinewise by the driving signal forming part 4 and also, by driving each pixel in an arbitrary order, the pixel inspection of the R pixel, the G pixel and the B pixel of the organic EL panel is performed in the processing time.
