PROBLEM TO BE SOLVED: To provide a flame-retardant resin composition which has excellent flame retardance, flexibility, and self-bonding properties without containing a halogen component and a phosphorus component. SOLUTION: The flame-retardant resin composition comprises 100 pts. wt. ethylene-vinyl acetate copolymer, 10-200 pts. wt. petroleum resin, and 250-2,000 pts. wt. inorganic filler, and the inorganic filler contains 40-100 wt.% metal hydroxide, and the surface of this metal hydroxide is coated with a titanate coupling agent in an amount of 3-15 wt.% based on this metal hydroxide.
