PROBLEM TO BE SOLVED: To provide a heater capable of securing a stable induction heating state while extremely reducing a warmup time; and to provide a fixing device and an image recording device using it. SOLUTION: This heater has a heating object member 20 wherein the thickness of a heat generation layer 20b is smaller than the depth of its superficial skin, and an excitation coil 1A electromagnetically induction-heating the heat generation layer 20b of the member 20. The heating device is characterized by that the excitation coil 1A is in noncontact to the surface of the member 20, is formed by winding a wire along the surface; and a magnetic path formation member 41 disposed in noncontact with the surface of the member 20 and by facing to the excitation coil 1A, formed so that its facing surface follows the surface shape of the member 20, and forming a magnetic path of a varying magnetic field H generated by the excitation coil 1A to shield the magnetic field is installed on the side opposite to the excitation coil 1A by interlaying the member 20.
