PROBLEM TO BE SOLVED: To verify hardware without varying parameters other than a parameter of priority concerned with bus arbitration when debugging is performed while changing the priority concerned with the bus arbitration. SOLUTION: A CPU (10) which is a program execution device is provided with: an address space judgment part (12) for judging to which address space information registered in a table (11) an instruction address corresponds while referring to the table (11) in which address space information indicating address space is made to correspond to bus priority information indicating the priority for the execution of bus arbitration; and a priority notification part (13) for selecting bus priority information corresponding to the address space information judged by the address space judgment part (12) from among a plurality of pieces of bus priority information registered in the table (11) and notifying a bus arbitration part (100) for performing bus arbitration about the selected bus priority information.
