PROBLEM TO BE SOLVED: To provide a packaging cold insulating bag having heat insulation property and low-temperature characteristic which is used as a cold insulating bag. SOLUTION: A face side film 11 and a back side film 12 which are laminate films 10 with resin overlying are used, and edges 31 are heat-bonded to form a bag. The laminate film 10 comprises an inner layer 21, an intermediate layer 22 and an outer layer 23. The intermediate layer 22 is formed of polypropylene, and has microvoids.
