<P>PROBLEM TO BE SOLVED: To manufacture a vertical axis windmill which reduces the resistance of a blade thereof rotating upwind and to provide a wind force converting windmill which can utilize the wind on the outer side of rotating blades thereof. <P>SOLUTION: A guide rail and two covers having projected and recessed portions are attached on the outer side of the rotating blades of the vertical axis windmill. The resistance of the blade rotating upwind is reduced by positioning the cover at the optimum location. Part of the wind which runs against the upwind side of the cover is sent downwind and converted into the rotating force by the projecting and recessed portions of the cover. The wind which is between the blades and the covers and on the outer side of the blades is also utilized as the rotating force. More particularly, the windmill is constructed as follows 1. The guide rail 8 and the covers 5, 6 having the projecting and recessed portions are provided on the outer side of the rotating blades 1, 2, 3 and 4 of the windmill.2. The direction and velocity of the wind are measured by a computer and the optimum positions of the covers 5, 6 are selected so as to obtain the maximum rotating force.3.
