PROBLEM TO BE SOLVED: To provide a low temperature heat storage cooling device hardly doing damage such as freeze drying to stored objects in a cooling chamber of a cold storage or the like and reducing a cooling cost. SOLUTION: This low temperature heat storage cooling device comprises a cold storage unit 13 storing a cold storage agent 15 and a heat exchanger 16 in a cold storage tank 14 and provided at an upper part in the cold storage 11; a cooling device 31 provided outside the cold storage; and a refrigerant circulating passage 30. Or the low temperature heat storage cooling device is constituted to circulate the cold storage agent between a second heat exchanger provided at the upper part in the cold storage, and a cold storage unit provided outside the cold storage. Heat storage operation is performed only in a night time zone in which a power rate is discounted, and cooling is performed with a cold heat storage quantity except the night time zone. Selector valves 25-28 are provided for changing over to refrigerant circulation by refrigerant blowoff piping 23, gas suction piping 24 and the refrigerant circulating passage, and to refrigerant blowoff and air suction by refrigerant blowoff piping and gas suction piping.
