PROBLEM TO BE SOLVED: To provide a remote control apparatus having high security which is hardly affected by electromagnetic interference. SOLUTION: Secondary control apparatuses 200a-200c connected to a main control apparatus 10 via communication lines 30a-30c and an operation suppressing signal line 40 are arranged in the proximity of a control target. A command processing section 202 controls and stops the action of the control target on the basis of the validity time of a control command. When no response is received from a detector connected to the secondary control apparatuses 200a-200c, a command responding monitoring section 101 stops the action of the control target which is the detection target of the detector. An action suppressing control section 102 sends an action permitting signal to the action suppressing signal line 40, and an action suppressing processing section 207 indicates the stopping of the operation of the control target when the action permitting signal instructs no permission.
