PROBLEM TO BE SOLVED: To largely reduce a current peak and a harmonic current at an AC power supply side, to stabilize a DC voltage, and to protect a device from an overvoltage state. SOLUTION: This high-frequency restraint and control device comprises: a voltage source 9 that is connected to a three-phase AC power supply 1, also connected between a three-phase bridge rectifying circuit 3 that rectifies an AC voltage and a smoothing capacitor 5 that removes an AC component from a rectifying voltage of the three-phase rectifying circuit, and can generate an arbitrary voltage waveform; a control circuit 10 that controls the voltage source so as to compensate a ripple of the rectifying voltage; and a blocking circuit 8 that blocks a current fed to the three-phase bridge rectifying circuit from the three-phase AC power supply by using a signal from the control circuit when the voltage source is brought into the overvoltage state.
