PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material which is excellent in density evenness and film conveyability and ensures occurrence of few scuff marks while maintaining high density even in the case of rapid processing, ensures a small rise of fog during high temperature storage, and further is excellent in image preservability during high temperature storage or in film conveyability and environmental suitability if necessary, and also to provide an image forming method. SOLUTION: In the heat developable photosensitive material containing an organic silver salt, a silver halide, a binder and a reducing agent on a support, a silver salt of an aliphatic carboxylic acid having a molecular weight of 200-500 and a silver salt of a polymer having a weight average molecular weight of 1,000-500,000 and including a repeating unit derived from a monomer having a carboxyl group or a salt thereof are contained as the organic silver salt, and a mass ratio between the silver salt of the aliphatic carboxylic acid and the silver salt of the polymer is 95:5 to 50:50.
