PROBLEM TO BE SOLVED: To manufacture a device for recording and reading out radiation images which makes it possible to obtain highly sharp radiation images and the high utilization efficiency of reading-out light in a method for manufacturing and a device for recording and reading out radiation image which is a laminate of a radiation image recording medium formed on a substrate including glass and a flat luminant formed on a substrate such as glass. SOLUTION: After forming the radiation image recording medium 10 on a substrate for it through a layer to be exfoliated, the medium 10 is exfoliated from the substrate for it in the layer to be exfoliated. After forming the luminant 80 on the substrate for it through the layer to be exfoliated, then, the luminant 80 is exfoliated from the substrate for it in the layer to be exfoliated and the device is formed by bonding together the radiation image recording medium 10 exfoliated from the substrate for it and the luminant 80 exfoliated from the substrate for it.
