PROBLEM TO BE SOLVED: To accurately measure even a low-level phase noise. SOLUTION: This phase noise measuring instrument comprises a reference oscillation circuit 12 for outputting a reference signal of the same frequency as that of an output signal of an oscillator 2 under measurement, a phase detection circuit 14 for extracting noise components by phase-detecting an output signal of the oscillator 2 and the output signal of the oscillator 2, and an analyzer 30 for analyzing the noise components of the oscillator 2 outputted from the detection circuit 14 by FFT-processing them to calculate phase noises. This instrument comprises a signal level adjuster 10 provided between an output end of the oscillator 2 and one input end of the detection circuit 14 for performing power compression on the output signal of the oscillator 2.
