PROBLEM TO BE SOLVED: To provide an inexpensive pneumatically-operated roof gate wherein an air bag can be stably sealed and and the air bag and a mooring plate can be fixed to each other. SOLUTION: A folding fixture section 14 of a reinforcing fiber using a resin-made rod is provided to each edge end of two rubber coated clothes on the sides of the opened air bag 4 and the mooring plate 7, the lower rubber coated cloth of the air bag is ensured to a corner of a concrete surface, the mooring plate is ensured to a recess section in a lower corner on the upstream side of a main holding plate, and the upper rubber coated cloth of the air bag is ensured to the side on the upstream side of the folding fixture section so that they can be stably fixed.
