PROBLEM TO BE SOLVED: To remove nitrogen from water to be treated with simple treatment at a low cost. SOLUTION: In a nitrogen removing device 1 for subjecting the water to be treated, stored in an electrolytic cell 4 to electrolysis to remove nitrogen components in the water to be treated, a detector 7 for detecting a physical property value concerning the water to be treated, correlative to the concentration of the nitrogen components in the water to be treated, stored in the electrolytic cell 4 is installed. A controller 6 controls a direct-current power source 5 from the physical property value detected by the detector 7 to control the electrolysis. The ORP (Oxidation-reduction potential), absorbance, or electric conductivity of the water to be treated is used as the physical property value. The controller 6 estimates the concentration of the nitrogen components in the water to be treated from the detected physical property value to set an electric current value high when the estimated concentration is high, or to set it low when the estimated concentration is low. The controller 6 estimates the concentration of the nitrogen components from the physical property value detected before treatment to set an electric current supply period long when the estimated concentration is high, or to set it short when the estimated concentration is low.
