PROBLEM TO BE SOLVED: To provide a warmer and a heating device, which improve heating efficiency and heat retaining efficiency. SOLUTION: In a double container 12, the heating device 16 is provided on the bottom surface of the double container 12 having a vacuumed or depressurized space 12c between an outer wall 12a and an inner wall 12b. The heating device 16 is composed of a high-frequency coil 40 and a heating element 46. The high-frequency coil 40 is disposed outside the outer wall 12a, and the heating element 46 is made of a magnetic metal and is disposed on the side of the space 12c of the inner wall 12b. A nonmagnetic plate is disposed at the outer wall 12a between the high-frequency coil 40 and the heating element 46. A high-frequency electric current is applied to the high-frequency coil 40 by a high-frequency circuit 18. The heating element 46 is heated by an electromagnetic induction.
