PROBLEM TO BE SOLVED: To provide an image processing apparatus capable of transmitting high-quality image information at higher speed, according to a designation by the user or from the characteristics of an input image. SOLUTION: In a transmission attribute input section 9, a user inputs a transmission attribute instruction, such as transmitting mode, document type, transmission image quality. An image structure determining section 10 determines the transmission image structure of transmission data, based on the transmission attribute instruction and controls the sections. For example, according to the transmitting mode, an input-switching section 1 and a selection section 5 are switched. According to the document type, an attribute separating section 2 and a multiplexer 4 are controlled, and the number of planes in a multilayer data format is controlled. Furthermore, division processing in a band division section 7 is also controlled. In accordance with the transmission image quality, compression processing techniques or the like in image processing sections 3a-3c are selected.
