Filter medium comprises inner layer (40-200 g/m2) comprising 80-95 wt.% active carbon and 5-20 wt.% (in)organic fibers, first outer layer (10-100 g/m2) comprising 45-95 wt.% (in)organic fibers and 5-55 wt.% active carbon or material with specific gravity less than 0.9, and second outer layer (10-100 g/m2) comprising 5-25 wt.% active carbon and 75-95 wt.% (in)organic fibers. The active carbon a fiber or powder of particle size 2-300 mum. An Independent claim is also included for removing pollutants from lagoons by disposing the filter medium on the surface of the water.
