A roadway at least in part cut through a rock outcropping, the roadway comprising an elongate road extending in a longitudinal direction, a sloping surface at a desired location to one side of the road extending along the side of the roa d parallel the longitudinal direction, the sloping surface having a lower, inner edge close st to the road and an upper, outer edge outward from the road relative the inner edge, the sloping surface extending upwardly from the first edge to the second edge as the sloping surface extends laterally away from the road, the sloping surface disposed at an angle of in the range of about 16.degree. to about 45.degree. to horizontal measured in a cross- sectional normal to the longitudinal direction of the road, the sloping surface having its inner edge disposed at a height proximate the height of the roadway, the sloping surface formed by (a) removing rock from the rock outcropping over areas where the rock outcropping has an upper surface vertically above the desired location of the sloping surface to provide a new upper surface of th e rock outcropping vertically at or below the desired location of the sloping surfa ce and (b) placing fill material on the new upper surface of the rock outcropping sufficient su ch that the fill material provides the sloping surface at thedesired location.
