PROBLEM TO BE SOLVED: To provide a communication connection apparatus and a communication connection method improving usability of a communication terminal and improving the communication charge reduction efficiency in the case of utilizing an IP phone network and utilizing the communication terminal. SOLUTION: The communication connection apparatus switchably connects at least one communication terminal to an IP phone line network or a public line network and includes: a means for recognizing whether dial information from at least the one communication terminal indicates a telephone number of the IP phone line or a telephone number of the public line network; a means for switching connection of the one communication terminal to the IP phone line or the public line network on the basis of the recognition of the recognition means; and a means for discriminating whether or not the communication via the line network connected to the one communication terminal is successful.
