PROBLEM TO BE SOLVED: To provide a method constructing a vegetation growth base on an incline capable greening a sedimentary area of volcanic eruptions, a ruined and denudational collapsed ground and a bedrock exposing its rock by air-dropping greening materials to carry out greening work. SOLUTION: Greening materials constituted by mixing a soil dressing material, alkali material, self-hardening material reacting with the alkali material, pH shock absorbing material, fiber, polymer system erosion control material and seed are air-dropped on the slope to construct the vegetation growth base by the construction method after adjusting the amount of compound of the soil dressing material, the alkali material and the self-hardening material reacting with the alkali material in accordance with an angle of inclination on the slope such as the rock of the bedrock and the collapsed ground or the like.
