PROBLEM TO BE SOLVED: To provide a preform forming binder composition which is suitable for the RTM method using a thermosetting resin, particularly an epoxy resin, can be heated in the absence of a solvent to bring about excellent adhesiveness with a reinforcing fiber, and is good in storage stability. SOLUTION: The binder composition comprises (A) and (B), has a glass transition temperature of 70-100°C, and has no self-curability, wherein (A) is a thermoplastic resin which has two or more alcoholic hydroxide groups or amide bonds in one molecule, and (B) is an epoxy resin. The reinforcing fiber base material comprises the binder composition. The preform is a fixed form wherein the binder composition lies between laminated reinforcing fiber base materials. The method for producing the fiber reinforced composite material comprises infiltrating a liquid thermosetting resin composition into the preform, followed by curing the binder composition and the thermosetting resin composition.
