PROBLEM TO BE SOLVED: To shorten a time when backup does not exist in any site of a system. SOLUTION: This information processing system comprises a fail-over processing part performing the processing relating to fail-over by taking over the processing done by a failed information processor by another information processor different from the failed information processor when one of the information processors of a plurality of sites communicatable with each other is failed, a recovery availability judging part for judging whether the production data as the data necessary for the processing for fail-over, is recoverably managed or not in any of the information processors excluding the failed information processor, in a case when the fail-over is executed from the failed information processor to the other information processor, and a backup data creating part for creating the backup data as the data necessary for recovering the production data, when the production data is not recoverably managed.
