PROBLEM TO BE SOLVED: To control a bus transceiver IC to turn on and off. SOLUTION: When accessing either of external devices 26-1 to 26-3, a CPU 21 supplies a signal indicating the access to a signal generating part 27. The signal generating part 27 includes an AND circuit and ANDs the signal inputted. When the CPU 21 outputs a signal indicating that it does not access any of the external devices 26-1 to 26-3, a signal showing "1(Hi)" is outputted from the signal generating part 27. The bus transceiver IC 24 is turned off when the signal inputted is "1(Hi)", and is turned on when the signal is "0(Low)". This controller is applicable to personal computers.
