PROBLEM TO BE SOLVED: To provide a facility diagnostic apparatus which quickly makes a decision on facility conditions by the International Standard (ISO) and standards of each country, creates relative criteria in accordance with uses and use conditions of facilities, and makes a decision on facility conditions by the relative criteria. SOLUTION: The facility diagnostic apparatus refers to a database of absolute criteria described in the International Standard (ISO) or standards of each country when deciding facility conditions, automatically creates relative criteria of the facility using probability statistic processing method and stores them in the database. The criteria in the database are revised or added when needed. When diagnosing, the absolute criteria and the relative criteria stored in the database in the diagnostic apparatus are compared with actual measurements to decide facility conditions quickly and displays the decision results.
