A storage system for realizing bill payment from a credit terminal at a store. A user has a storage card (50) supplied in advance. This card is swiped by a card read device (204) of a normal terminal installed at a credit card member store (104). However, this card has such a numbering scheme that the card number is distinguished from a normal credit card. When performing a payment, the user pays cash and causes the storage system to read the storage card. The terminal (206) transmits the payment data via the credit card network (102). When a settlement organization server (106) has received a transaction concerning the storage card, the server (106) notifies it to a storage proxy organization server (504). The storage proxy organization performs processing with the storage organization as the service provider.
