<p><P>PROBLEM TO BE SOLVED: To provide a cooling water manufacturing method for more efficiently manufacturing cooling water while effectively utilizing exhaust heat from a factory or the like. <P>SOLUTION: The cooling water manufacturing method uses a cooling device 1A of a direct cooling type for putting water to be cooled in contact with drying air for cooling the water with the vaporizing latent heat of the water itself, wherein air introduced from the outside is put in air-liquid contact with moisture removing agent water solution or slurry to prepare low-humidity drying air.
