PROBLEM TO BE SOLVED: To provide a cleaning system with which image quality deterioration caused by the passage of a toner left after transfer through a latent image forming area in the midst of a latent image forming operation can be suppressed, and to provide a process cartridge and an image forming apparatus both equipped with the cleaning system.

SOLUTION: The toner left after transfer which is not electrostatically transferred to an intermediate transfer belt 10 at a primary transfer nip, but remains on the surface of a photoreceptor 1 is temporarily held by a magnetic brush roller 41 before the toner reaches the latent image forming area. When the toner left after transfer passes through the latent image forming area, the toner left after transfer is returned from the magnetic brush roller 41 to the photoreceptor surface again at a timing when an operation of writing on the photoreceptor surface is not performed by an exposure apparatus 4.
