PROBLEM TO BE SOLVED: To provide a binder which hardly occurs such a trouble that the binder deflects from a joint by a strong impact, even when it is inflicted in one direction, and to provide a file using this binder. SOLUTION: The binder 2 is constituted of a first and a second press plates 31 and 32 arranged with the edge part, which separates the former, of a sheet binding base side; a connecting plate 33 which is arranged at an opposite position to the edge part of the sheet binding base side and connects the first press plate 31 with the second press plate 32; a binding rod 34 fitted upright to the first press plate 31; a securing claw 45 holding the binding rod 34 in such a state that the sheets are bound; and an securing groove 34a formed in the binding rod 34 in such a way that the securing claw 45 can be secured into the groove 34a. In addition, an securing part K is provided which secures the second press plate 32 to a specified securing position opposite to the first press plate 31 by the elastic securing of the securing claw 45 into the securing groove 34a.
