<P>PROBLEM TO BE SOLVED: To provide a development device, realizing stable image quality inexpensively with simple constitution by uniformly maintaining toner concentration, even after the detaching and attaching processings of the development device associated with user's maintenance work, such as removal of jammed papers, and to provide an image forming apparatus which uses the same. <P>SOLUTION: A toner stirring and transport means 351 is formed of a rotatable support member 351a and an elastic member 351b attached to the support member 351a, and has a 1st stopping mode for immediately stopping a developer carrier 32 and the means 351, according to an abnormality state and a 2nd stopping mode for stopping them, after a prescribed time has elapsed. In the 2nd stopping mode, the means 351 is stopped, at least when the elastic member 351b seals a communicating path 37, through which a developer storing part 33 and a toner storing part 35 communicate with each other. <P>COPYRIGHT: (C)2005,JPO&NCIPI |
