PROBLEM TO BE SOLVED: To provide an image forming apparatus, with which the contamination due to deposition etc., of toner with lapse of time at an electrostatic charging roller is prevented, proper electrostatic charge performance is obtained and an image of high quality can be outputted, even if toner of small grain size and high circularlity is used, and to provide a process cartridge. SOLUTION: The electrostatic charging means in the image forming apparatus is a contact electrostatic charging roller 102, wherein the surface roughness Rz of the contact electrostatic charging roller 102 is≤10μm and the hardness of the contact electrostatic charging roller 102 is specified to be 30 to 70 (JISA), and/or the surface resistance of the contact electrostatic charging roller 102 is specified to be 20 to 160 MΩ.
