<P>PROBLEM TO BE SOLVED: To share a single information storage medium by a plurality of agents by assigning service provider agent-based file systems onto a single memory area. <P>SOLUTION: An IC card issuer manages the whole memory area in an initial state. When another service provider agent divides a new file system from the memory area, both the division authority of the memory area and the authentication to the IC card issuer are requested thereto. After the file division, authentication to the divided service provider agent is requested at the time of access to the file system.
