PROBLEM TO BE SOLVED: To provide a makeup cosmetic material having excellent lasting performance, which shows a clear appearance color with finely dispersed pigments. SOLUTION: The cosmetic material comprises a modified polysiloxane expressed by formula (I) and an oil component, which is in a liquid state at 25°C, containing an oil-based gelling agent (A) containing the above modified polysiloxane and at least 50 mass% of a liquid oil (B) with hydroxy groups. In the formula, p represents a number of repeating units with an average value of from 5 to 50, q represents a number of repeating units with averaging value from 2.5 to 10; and the units constituting the numbers p and q can be either a block copolymer or a random copolymer.
