PROBLEM TO BE SOLVED: To obtain a composition which remarkably improves the surface characteristics of the skin over a long period from the time of application; and to provide a method for relaxing visual or haptical unevenness of the skin surface without being accompanied by discomfort feeling. SOLUTION: The composition is prepared by incorporating at least one organopolysiloxane elastomer and at least one aminosulfonic acid compound represented by formula (I), preferably 4-(2-hydroxyethyl)piperazine-1-ethanesulfonic acid (HEPES), into a physiologically allowable medium. A cosmetic method is also provided for performing care including topical application of the composition to the skin to achieve the following: reduction of visual or haptical unevenness of the skin surface; reduction of wrinkles, fine wrinkles, and/or wounds of the skin; and/or smoothing the skin; and/or homogenizing the skin color.
