PROBLEM TO BE SOLVED: To provide a foaming skin cosmetic capable of sufficiently exhibiting bloodstream promotion action, massage action, or the like, on desired places of the skin, excellent in handleability, and excellent in also application texture and foaming duration. SOLUTION: This foaming skin cosmetic is a gel-like or two-pack cosmetic used by adhering it to a desired place of the skin and bringing it into contact with water or warm water, and is characterized by comprising a basic compound and an acidic compound which form carbon dioxide gas bubbles in the presence of water, having a viscosity of 4,000 Pa s or higher at 20°C, and being a substantially nonaqueous system.
