PROBLEM TO BE SOLVED: To provide a substrate for a decorative panel capable of ensuring sufficient surface hardness without using an expensive wood material like hard south-sea wood or a medium density fiberboard. SOLUTION: The substrate for the decorative panel is constituted by forming a large number of grooves on the outer surface of a substrate body 11 formed of a wood material such as a five-layered plywood or the like at a predetermined pitch and filling them with a resin compound 12. The surface hardness of the substrate body 11 is raised by curing the resin compound 12 filled in the grooves and, even if inexpensive ordinary plywood for a floor panel not having a sufficient surface hardness is used as the substrate body 11, a sufficient surface hardness can be ensured. The grooves can be formed by machining the outer surface of the substrate body 11 or hot-pressing or cold-pressing the outer surface of the substrate body 11 by a metal roll having a large number of ridges formed to the outer peripheral surface thereof, and, for example, the grooves can be formed to the outer surface of the substrate body 11 by a so-called "burning" method of burning the outer surface of the substrate body 11 by a laser beam.
